I have not been able to reproduce these errors on either Darwin or
Win32, and am rather puzzled because the lines that are failing are
lines which would have been called numerous times within the test suite
before reaching this point (which was at the very end of the test
suite).
Would you be able to run: prove -vb t/11_license.t and send me
the output?
In any event, due to a Windows-related bug, I have uploaded v0.41 of
ExtUtils-ModuleMaker (which tested successfully on your system!) and,
accordingly, have uploaded a version 0.06 of ExtUtils-ModuleMaker-PBP.
