Personally, I find there are a lot of "supposes" out there for CPAN Testers
-- most of it buried in code somewhere in various smoke systems, in CPANPLUS
or in Test::Reporter.

CPAN::Reporter is a CPAN.pm plugin -- it just reports on whatever CPAN.pm
tests.  It doesn't make any judgements about what distributions should or
shouldn't be reported.  If perl core shouldn't be reported on when
"installed" from CPAN.pm, I think that logic should live either upstream in
CPAN.pm or downstream in Test::Reporter.

I'll add logic to Test::Reporter to inhibit the reporting of test
results against perl itself; The error message will refer people to
perlbug. This change will be included in 1.28, which will be released
soon.

However, there are other cases we may eventually have to deal with.
So, Nicholas, if you start noticing test results submitted to the CPAN
Testers for, say, B::Showlex, let us know. ;-)
