CPAN::Reporter treats having no tests as being unknown.

       o   "unknown" -- no test files could be found (either t/*.t or test.pl)
           or a result could not be determined from test output

For my part I have CPAN::Reporter to CC the author on anything but a pass.  
I'll change that to only CC the author on a fail.
