It looks like the test may have been interrupted, as t/run doesn't have any result and there is no Test::Harness summary.
CPAN::Reporter parses for a definitive statement "All tests passed" and variations. Without it, it concludes the test result is "UNKNOWN" (which is interpreted as success for the purpose of signaling a result back to CPAN.pm). The CPAN::Reporter Todo list includes better handling of CTRL-C interrupts to either prevent sending reports or else include a clearer note that the tests were interrupted. I hope that helps.
