I thank you for your restless testing and excellent work. I do
believe however this bug report to be bogus. I may be mistaken, but
the following elements would tend to argue against that notion:

And note the error.
They do appear to constitute a match. I must admit that I haven't yet
had time to try out CPAN::Reporter and its tooling paraphernalia, but
it might be a nice feature if when prompting a user to submit a bug,
given that it has information concerning missing dependencies, it
suggested that the user run a test with said dependency before
reporting an issue.
