Sorry, my point was not clear.

GNU Readline library is not available in ActivePerl environment,
either.  If we cannot assume the availability of libtermcap library,
all XS module which use a library which is not standard library for MS
Windows must be "NA" grade.

OK, I understand the situation.  I just wanted to know that I need
some support to make my module work on MSWin32 environment.  My module
may work but may not.  But it is big information for me to know that
we can build GNU Readline on MSWin32 environment.
