    I know little about Module::Build, since I use ExtUtils::MakeMaker. 
However, I know there's a built-in Module::Build that comes with
CPANPLUS.  CPANPLUS tries to use the Module::Build installed on the
system, and if there is no Module::Build, it will try to use it's
own built-in Module::Build.  Of course, the CPANPLUS' built-in
Module::Build is older than the current Module::Build module.

    This means that, not only CPANPLUS::Dist::Build, but Module::Build
can also be missing.  CPANPLUS does not need Module::Build to build a
Build.PL script.  Even when Module::Build is not installed, using
CPANPLUS a user can still build the Build.PL script.

    This may not answer your question.
