This seems to be a bug in Pod::Simple::TranscodeDumb (that's a dumb module
as the name suggests). The problem is, 5.6 branch does not have Encode.pm
(and it can not be installed on 5.6 and does not have a twin module AFAIK)
and this "=encoding utf8" line needs it to work.

I can't think a workaround other than deleting the encoding directive, but I
don't want to do that. 

Anyway, I'll add a skip code for perls < 5.008 in the next release for the
Test::Pod test.
