That failed test was a silly oversight on my part.  The module in
question is being updated significantly, as well as being renamed, and I
should not have uploaded it yet.  I apoligise for any wasted time.  I'm
deleting the module from my cpan homedir, and will be uploading a fixed
version with a more appropriate name in a few days time.  (That
particular test has been fixed for non-dpkg-using platforms as well. 
It's not actually testing for perl, by the way.  It's testing whether or
not the module can find the perl package, which is part of what it's
designed to do).
