Hi Matthew/ CPAN-Testers,

I believe the bug below was resolved in a later version of Getopt::CallingName.

Can we change the automated test rig so that it doesn't smoke test
distributions if there is a newer version on CPAN?  [or at least
doesn't mail the author if there is a newer version on CPAN]
