I guess that my CPAN.pm is configured to prefer Makefile.PL over
Build.PL. And there's no "use 5.006002" in Makefile.PL. It seems that
this problem is fixed in Module::Build 0.2808_01. From the Changes
file:

 - Module::Build::Compat adds "require 5.XXXXX" to Makefile.PL when 
   'perl' is specified as a 'requires' prerequisite [David Golden]
