I think the situation looks like following: XML::SAX is not installed
at all on my system for this particular perl. So your check in
Makefile.PL does not run at all. Now XML::SAX gets built and tested by
CPAN.pm, but not installed on my system (Which is legal in CPAN.pm ---
it is possible to test a distribution with all dependencies first, and
if everything was OK, then everything is installed. See the
install_tested command in CPAN.pm). ParserDetails.ini is probably
installed by "make install" and therefore not available to your
distribution's test suite.
Probably it's easier to have some check in the 02yaml.t test and skip
it if necessary.
