-1 I'd always have to try to remember which is which, because they are so similarly named. The names really should be very different. Perhaps "recommends" as currently implemented, and "prefers" for stuff that's not required but you'd rather have it than not. And then, yes, if a preferred dependency is not installed, that would not lead to an installation failure.
