I’ve been keeping well out of this, but I wanted to comment on one point:

For critical modules like EUMM, if the latest non-developer release on CPAN is 
broken in a way that affects downstream dists, then it should be fixed in the 
most expeditious way. If that means a revert to give people time to look at the 
*correct way forward*, then so be it.

Here “critical” for me essentially means “far enough up the CPAN river that a 
large percentage of CPAN is dependent on it”. And there ain’t much further 
upstream than EUMM.
