Here, the roles you define:

For me, they must one more role. i will call it: SectionContributor
I have a site with a lot of section and book. When a user want to publish on this kind of site, he has to may choice of publication. Typically, a user can see all the site but can publish in 1 to five sections or books.
In the site, we find usually history of the instution, reglementation, description for a lot of departement and general info. User can publish in his departement (with or without validation), in ads's section and in an "thing"'s reservation.
I know you can modify the workflow (and have done it in a previous version CPS). It seems that could be easy to do in "standard version"...
