For now, the manager isn't created by default, so you will have to add
him by hand. For that, you can login with the zope admin and then add a
manager from the directories. If you want to see the users in the
portal, go to portal_directories tool and acces the members Directory.
There you can find the Contents tab listing all the members of the CPS
Portal.
In the ZMI, /my_site/acl_users does not have a "Contents" tab. Is
that a clue?
It is a clue of the fact that acl_users is now a CPS User Folder instead
of a User Folder With Groups, but that should not be an issue.
