In fact you have to set your default language both on the Localizer and
the message catalog (default), (see Languages tabs), for it to be set
correctly.
I did it. But the result is same.
Ok, need to investigate (I reproduced it on trunk), bug report is here:

But do not bother doing it in the ZMI, as there is an action available
that does all the necessary changes : look for "manage languages" on the
left menu when logged in as a manager of the site.
Didn't find this item in the left menu, can you send me a name of the script?
Sorry, my mistake, this action is not available on your CPS version (and
not anymore on the trunk, anyway).
