It could be that it is not the same styles you are looking at?
otherwise to set the 'hover' effect check out the 'selected item'
category inside the "portal box color" style, these are the settings
that are used to changing tab colors.
the styles of an object (portlet, cell..) are combined together during
the rendering of the page to create the final CSS document. They can be
reused by all pages of a same theme.
