The current version of GenericSetup lacks a dependency system between profiles.
It's a planned feature.
In the mean time you can write a script that imports your profiles in the right
order to automate portal installation. Look at factory.py in CPSDefault to get
an idea of the API.
On the other hand, I have noticed that roots are not exported to
roots.xml when I select to export all steps, may someone give me any
tips about how to do it (or implement it)?
This is normal. portal_setup is not meant to export content (just configuration
settings) and what's in the roots is content. I/O for content is also a planned
feature but more on the mid/long term.
