Hum you should have missed something somewhere here... At the same time you are using a Zope-2.7.x instance... I don't really know what was the status of the mount points on the 2.7.x releases. Why don't you directly instanciate the CPS within the defined mount point ? Because I guess the way you are doing it, you are mounting the Control Panel twice... I'm not sure Zope enjoy this. This could explain the misbehavior.
