You could add a LOG or a print statement in the _cook method of lib/
python/Products/PageTemplates/PageTemplate.py, that's where ZPT
recompiling occurs.
Or in _updateFromFS in Products/CMFCore/FSObject.py, which is where
the file dates are checked and maybe reread when in debug mode.

No, in fact I checked the code and it doens't compare with the system
date at all, but with the old date of the file, so that's not the
problem at all.
