CPS has been branched in preparation for the upcoming 3.5.x releases.
As a consequence, 3.4.x releases can very well (and will) coexist with 3.5.x releases. That being said, you can expect 3.4.8 to happen sooner than 3.5.0, it's almost ready.

The idea is that the 3.4 branch should stay very stable, whereas we allow ourselves to be less conservative in 3.5. For instance, we have better HTML support in CPSSubscriptions, a different logic to keep LDAP bind parameters... and the UI editor you mention (TinyMCE), of course !

As for the move to UTF-8: this is indeed the first main goal of the 3.5 series, but it seems more reasonable to make 3.5.0 a fresh start, including all the new features that have been developped since the branching, so that UTF-8 support would actually start with 3.5.1. We should update the roadmap on the trac project to account for that.

Now, I should mention for completeness that there is currently no actual funding driving the UTF-8 migration, just personal involvement with non profit organisations that need it. While I'd be very glad to take the lead on this development, my clients wishes do sit ahead on the todo-list.
