Hi, some thoughts :

this is typically the job for a portlet. The simplest (the less work for you) would be to make a text portlet. After all, it's just about some HTML fragment and some JavaScript.

A more integrated way of doing this would be to make a new portlet type (Social Links Portlet, Web Two Zero Portlet, whatever you like), with a Generic Multiselect widget to let people choose the links they wanna display.

In all cases, I don't believe this should be displayed by default, because the people using CPS as a pure intranet application wouldn't want it. This makes me think that we may start a new product some day to cover the use-cases of communication towards the general public (I'm not so found of CPSWebPublisher, because it's basically taking down the major specificity of CPS, namely the workspaces/sections duality). This could become a new product of its own, and I'd have a few more ideas for it.

All of this is really consistent with the new theming engine. With features such as uploadable local themes and an online theme bank, we could make with CPS a powerful website farm. I'd be curious to see the inputs from the mailing list on this.

In the meanwhile, if the overhead of creating a new product is a pain to you, a new extension profile in CPSDefault would certainly do.
