CPS 3.5.1 is a very special release, since it sports the full
unicodification of the framework (the unicode branches have been merged
back last week). This means changes all over the code, upgrade steps, etc.

I think such a big change should deserve a major version bump, such as 3.6.0.
Minor versions are better for bugfixes only, and should *never* break existing
projects.

Although I've ran personnaly the unicode branches on two of the portals
I manage, this still means lots of potential points of failures.
That's why we're having a release candidate, and we kindly ask people to
try it and report issues.
In the forthcoming days, we'll set up a download URL in the cps-cms.org
domain, freshen the bug tracker, that sort of things. Then we'll push
the announcement on the users mailing-lists.
