Actions are CMF stuffs.
The default ones in CPS are
CMF defines
- object
- user
- workflow
- folder
- global
CPS defines
- global_header
- document_actions
I may forgot some ?
+ some third party products can define some other categories as well.
The CMF API to get all categories doesn't exist AFAIK. You may take a
look in zmi if you got doubts.
For sure, it's something that should be documented somewhere...

You may enter a ticket for the Action portlet enhancement because yes it
