only users that logged in into the portal, even though I can search
and find them in Directories->Members->search

Yes, CPSSharedCalendar uses CPSSubscription to send email invitations.
There used to be an error not long ago if you tried to import
CPSSharedCalendar's profile before CPSSubscriptions'. This could have
changed, though.
