I think you just need to make them available from the "work" state,
(checking these transitions on the state page).
According to the post, it seems that the functionalities of translation
do not run with some portlets, do you have more info?
It's just that you can't navigate from one language to another without a
portlet that lets you switch between existing languages. If I remember
well, it presented links appending the "switchLanguage/fr" or
"switchLanguage/en",... to the document link.
