It's a condition that must be fulfilled in order for the portlet to
be rendered.
It comes on top of the acquisition/override engine.
You can change it through the editor (top-right link in the edit popup).
Without the above example of guard, the portlet would be rendered on
all views
that are related to the current section (edit form, local roles form,
folder contents....)
The portlet that renders the current section's title in a bare CPS
3.4 works exactly in the same way.

No, because portlets are attached to folders. But you could very well
alter the layouts of the File document type
to obtain what you want.
