Yes.
The webdav support is a full icalendar upload / download feature that tends to
work well with the 'remote calendar' option of Mozilla Sunbird / Lightning.
There is no CalDav implementation so far. It up to the client to implement most
of synchronization logic.
BTW, there have been major improvements recently on the way events are
imported/exported (mainly on char encoding, access rights and tolerance to buggy
ics files coming from outlook exports). The upcoming CPSGroupWare release will
include them.
In the mean time you can try the svn version or the nightly builds.
