Not exactly. the cps manager user created at site creation time has
the 'Manager' role. There can be as many users as you want with the
'Manager' role and you can create them both in the CPS level

But then you'll have to use another user (at the Zope level or the
CPS level) to manage your portal.
To create new manager at the root of the Zope instance under unix
you can run the following script:
$ $INSTANCE_HOME/bin/zopectl adduser login password
