I didn't say anything about IETF, I said the singular TCP/IP protocol
represents a form of 'central authority' and constrains and coerces.
It's about a lack of (perceived) choice for most users.

Because few people know how to use it. Most people when you begin to
explain to them how they can have their own 'resource space' operating
outside the normal bounds simply don't know what to do with it.
It's back to that baby thing.
I notice an interesting trend in Crypto-Anarcho-Capitalist-Libertarian
thinking, if it's an alternative it's gotta spring forth fully formed
while they freely admit they don't have a clue how to impliment their own
agenda other than 'technical' means. Yet they don't explain who does it,
who checks it, and why others would want to 'monopolize' their technology
choices through it.

At least in my proposal the 'bigger Net' is just fine. The reality is it
isn't a 'either-or' proposition. Which alone makes it hard for most people
to comprehend, being very us-them oriented to begin with (biology is a
real bug-a-bear for economics and crypto-anarcho-anything).
Explain to me again why all these people are going to fundamentally change
their behaviour?
