This is one of the 'beat the cops' tricks for defeating radar convictions.
Ie, point a radar at an air conditioner (whirling blades) and you get
some fast readings.  So that cop wasn't illuminating *you*, he was
illuminating
that AC or reefer truck behind you.

Its physically plausible.
