He could have made different decisions. But he didn't. He discussed his
intent to "unmask" agents (so to speak) while he was in prison after his
first arrest, and he was aware that his phone discussions were
more-than-probably monitored.
The LEA therefore more than likely could have known of his plans, and could
have "intervened" (if this means to try to prevent him from his pursuits) at
any time then, or soon after he was released. But they didn't.
