I probably should have given him a call.  In late 1999, while I worked at 
Com21 (a cable modem mfg looking ot expand their products for VoIP), I 
discussed how P2P telephony might enable much lower rates.  Still its not 
clear to me how FWD addresses some of the challenges: technical (e.g., 
latency and QoS), cost of end-user equipment and privacy (I could see no 
easy way to prevent the providing user from snooping on calls carried over 
their analog circuits. If the idea catches on I expect the LECs to ask for 
PUC permission to either disconnect customer service or charge them 
business/resale rates.
