You might take a look at wipe, at <http://wipe.sourceforge.net> - it's 
file-oriented, so it's higher level than you're looking for. Its docs 
mention that there's another package also called "wipe", and that Colin 
Plumb worked on something called "sterilize"; that seems to be available at 
<http://www.cs.helsinki.fi/linux/linux-kernel/Year-1998/1998-51/0421.html>, 
though I've got no clue if Colin or anyone else has made changes to that 
code since it was posted.
