That's ONLY true if you're doing ACTIVE. If you're talking passive you
have the same 1/r^4 that the cop does and to top it off you're pulling
only a fraction of the energy that gets reflected back to the gun. To
defeat the larger 'natural' reflection means you've got to have a stronger
signal strength or else the gun won't lock to your fake signal.
