The article was written by Charles Smith, who has written columns for World
Net Daily <http://www.worldnetdaily.com> and has been an outspoken critic
of the Clinton administration and its close ties to the PRC.
The FOIA requests are likely his own; he shares his source documents on the
web sometimes.
He had his own site, at <http://www.softwar.net> - there are some
Clipper/China docs there, though I don't know if they're the ones discussed
in the article.
