There are protocols (e.g., UDP, and things built on top of it) 
where you don't need to know the source IP ---since its forgable, you
couldn't trust it anyway.  Since UDP is not connection oriented,
you don't need it.  

A lot harder to trace datagrams with bogus src IP once you're past
the first router.
