To clarify matters further, it is permissible (ie, not specifically forbidden: 
however, much depends on the local political setup, which has been used, as 
reported in newspapers, in the past to order the local police to stop anything) 
to recite information from newspapers or even to carry direct news, on 
'community radio', provided one does not use wireless transmission. 

Alternatives 
1. Use loudspeakers attached to poles in the center of the village, or use a 
loudhailer. Never mind if it is a nuisance and delivers very poor quality 
sound, and often only works when mains electricity is present (but actually, 
even backup electricity from car/truck batteries can be used, given a suitable 
PA amplifier - many are made to be used in such situations). 


2. Strike a deal with your local cable operator, and use one of the available 
channels (most inexpensive and widely available channel modulators support six 
channels) to deliver audio only to TV sets. Slightly more expensive TV 
receivers have a headphone output socket, from which the audio can be taken to 
a PA setup as described above. This can be done from seevral TV receivers at 
different points in the village, thus ensuring that the 'broadcast' reach is 
slightly wider than simple narrowcasting.
 
However, I have a question to ask myself: is giving information about better 
crop management methods 'news', if those methods have never been used in the 
area covered by the local station?
