I wasn't aware that the KKH Open University in Assam had a Letter of Intent, far less being ready to launch. What exactly is meant by 'launched'? Does applying for a CR license qualify as launching? Many reports on CR stations being launched are somewhat premature, if not abortive. Apparently, anything up to and including a vague desire in the Vice Chancellor's heart to start a radio station qualifies as 'launch.' I much prefer the conservative approach of All India Radio, where you can build and test all you like, but the station is 'commissioned' only when it is formally inaugurated and the fat lady sings.
