the demand for delicensing of low power FM, as some of us have been
asking for years now?

CB radio, which is 2 way, does not require a license upto 5 Watts,
provided you do not interfere with a licensed broadcaster. Same holds
for WiFi. Why can't we do this in FM? Such a transmitter costs almost
nothing, so people can set up pilot plants at little risk. If they
find success, they can go for a license and increase range, but for
many villages, 5 Watts will suffice, particularly if the recipients
are willing to use external antennas.
