One would rather not attribute to malice what can be explained by stupidity, but I get the distinct impression that the government is trying to claim successes for its CR policy that seem to exist solely in the fevered imagination of its press officers. Witness, for instance, all those self-congratulatory PIB press releases which are reported in the press as the government's own efforts to set up CR stations, rather than the result of some poor NGO’s three year struggle to push a piece of paper through four ministries and a dozen departments.
To come back to the story of nine community radio stations getting government ‘permission’ in Kerala, it’s a pack of lies. As far as I know, only two of those applicants have actually got their permissions (GOPA) and maybe two more have received Letters of Intent. At least three – possibly four – of the applicants mentioned in the PIB press release were rejected by the I&B Ministry, no doubt for excellent reasons (Amrutham Bio-organic Research & Development Centre, for instance, seems to be a company). I have heard of governments building roads and bridges on paper, but community radio stations? That’s a new one. At this rate, we should have 4000 CR stations in no time at all.
