Dear Prof Murthy At the outset let me very clearly categorically tell you that I am not maligning Manipal CR. In fact I have very strong association and personal bonding with Manipal university . I am in no way responsible for the behaviour of IGNOU. in fact after December 2008, they have not signed any MOUs with any CR station. They are setting their house in order. It is with respect to your station being recognised as a special study centre for the certificate course in community radio.
There are many CR stations in the country which are transmitting ( they call it trial transmission) wih thout signing the mandatory GOPA agreement with GOI or without wireless operating license. Not a single Agricultural university or Krishi Vigyan Kendra has signed the GOPA even though many of them have been inaugurated even by the respective State governors. you need to undergo five steps in licensing. The first is the Letter of intent. The second Allotment of Frequencey. The third is the SACFA clearance ( Standing advisory committte for frequencey clearance), the fourth is signing of GOPA on a non judicial stamp paper with the GOI by giving a Bank guarantee and the last is the Wrieless operating license which should be renewed every year. You are also requested to inform the Ministry of Information and broadcasting that you have commissioned the station and the timings of broadcast as well as the schedule or fixed point chart. Only after singing GOPA and getting WOL your station becomes legal. If you have all these , no one on earth can prevent you from entering into an Mou with Ignou. Also for broadcasting IGNOU programmes, you will have to approach the Director, EMPC, IGNOU and not Prof Sambhunath singh. All that I would have told Prof Sambhunath singh is that before signing MOU please check whether they have signed GOPA and have WOL . I dont think Manipal radio is in the list of operating stations given by MIB. Please check. If so I stand corrected . I worked in IGNOU and I have strong association and bonding with Manipal university and will no way be acting against the interests of both the institutions. Even some weeks back, one of the senior management persons from HR of Manipal university did ask me some suggestions for filling up the post of a senior position in the university.
