I think this is the problem with the shortsighted, firefighting type of approach that the government has been following on CR. If they think a CR revolution can come about in the country through a top-down, 'carpet coverage' approach, they have got it totally wrong. I would rather they set aside some of these funds for a CR Development Support Fund, as some of us have been suggesting for a long time. Let communities who are motivated enough to start a community radio station access this fund for seeding the project.
Given the plethora of 'pro-poor' initiatives that this government has launched in the last five years, one need not doubt their good intentions.
