You would not be surprised to know that a few years ago, listmembers here were actually faced with the exact same situation, required to respond to a questionnaire that had not been circulated, in advance of a forthcoming consultation. The good news was those that responded anyway were invited to the consultation, the bad news being that the consultation was a washout, if the current policy is any indication.
