The Dharamsala CR station is licensed to an educational institution -- the TCV School -- though Radio Tashi Delek is fairly well recognized as a community-based station. Several educational trusts -- including the Abid Ali Khan Educational Trust --- have applied for CR licenses: sometimes they locate the radio station in a campus, sometimes they don't. Neither the ministry's list<http://mib.nic.in/ShowContent.aspx?uid1=2&uid2=3&uid3=0&uid4=0&uid5=0&uid6=0&uid7=0>nor their definition of 'community radio' is gospel. Their list of 14 'NGO' stations does not include 'Namma Dhwani' in Karnataka or 'Barefoot CR' (Tilonia) in Rajasthan or 'Kisan Vani' in Madhya Pradesh. Among campus-based stations, the list does not include Mumbai University's MUST, which may or may not exist on paper; it certainly is on air. There could be other holes in the official list. I could easily put together a list of 17 operational community radio stations (see below) or 18, if we include Radio Tashi Delek in Dharamsala or 19 if we include Radio Manav Rachna. Or more -- how about Pasumai FM? Incidentally, Kisan Vani is run by a Section 25 company -- does it qualify as a 'civil-society led station'? Auroville is neither an NGO, nor any kind of an 'organization; it is, however, a township recognized by an Act of Parliament. I'm listening to Auroville Radio<http://www.aurovilleradio.org/> now -- on the internet -- and I'd like someone to prove that it is not a community radio station. We should not be quick to judge CR stations as 'campus radio' or 'community radio' based on an obscure clause in the CR application form. Sajan 1.
