A wi-fi based solution is technically feasible. That is the transmitter
broadcasts over Wi-Fi instead of FM. However, the challenge here will be
that of a low cost receiver. I am not aware of one. Ram Bhatt was working on
something like this a few months back. I do not have updates on it though.
