We are in the process of initiating a Community Radio Station in
Uttarakhand. And are planning and writing a proposal - while there are
a lot of questions we would really appreciate some advis / suggestions
on the following :
Permissions
1. Are there restrictions on setting up a CR station near a border ?
what is the minimum distance that the station would need to be be from
an international border
2. What would be be maximum permissible range
Institutional
1. What are the legal (and financial) institutional requirements
2. Are there and legal personnel requirements (like officially trained
people ??)
Financial
1. What would the capital (infrastructure costs) of the simplest set
up (including the max permissable range)
* what is the minimum infrastructure required
2. What would be th typical operating costs
3. How much advertising is allowed (time and money) .
* Is there a limit on the amount of money that cane be earned
via advtersing
Broadcast
1. Are live broadcasts allowed
Survey
1. How many families / villages would need to be surveyed as part of
the application process
Could a link be provided to where the survey form is available.
Lead Time
1. How much time, would it typically take from the start of the
process to actually getting the final operating permissions. (legal )
Training
1. are there any "officially" designated agencies who provide
training and other inputs - is there a list of such agencies.
2. If there are no "official" agencies and if its not a legal
requirement are there agencies willing to provide training and
planning support. A list of such agencies would be welcome.

Would there be a set of documents that have these and other relevant
details and any website links
I know that some questions could be addressed by reading all the
documents however wanted to run it past those who have already
undertaken this process.
Would appreciate suggestion, advise and comments. (both on list and
off list as may be appropriate)
