insurgent. I'm afraid the symbolism is lost on me.

Or is that meant as a warning to CR broadcasters who refuse to pay up?

New Delhi, Sep 20 (PTI) The government may not implement its earlier
decision to hike spectrum usage fee for community radio, giving a major
relief to the fledgling medium.

Well-placed sources told PTI that following widespread concerns that many
organisations which were involved in running community radio stations may
not be able to afford the increased fees, Information and Technology
Minister Ambika Soni had raised the matter with Minister of Communication
and Information Technology Kapil Sibal.
