Knowing what I know about Foreign Office budgets, this was cost-cutting disguised as
propaganda. Being demotic while keeping up appearances is all part of the same
peculiarly British schizoid diplomacy. You go to any stately home and you'll see the
same thing: grandiose exteriors, but the noble lord lives below stairs en famille
with the hereditary butler.
